The Corporate Services Department provides strategic support services that enable the municipality to function effectively, efficiently, and in compliance with legislative requirements. The department plays a critical role in governance, organisational development, legal compliance, human capital management, information technology, and administrative support.
Corporate Services ensures that internal systems, policies, and processes support service delivery objectives and promote good corporate governance, accountability, and transparency.
Sections
Administration
The Administration section provides centralised administrative and secretarial support across the municipality. It ensures the smooth coordination of internal operations, effective communication, and proper management of municipal assets and facilities.
Key functions include office administration, committee and council support, fleet and facilities coordination, stationery management, and general operational support to departments.
Labour Relations
The Labour Relations section is responsible for maintaining sound employer-employee relations within the municipality. It ensures compliance with labour legislation and collective agreements while promoting a fair, consistent, and harmonious working environment.
Functions include managing disciplinary and grievance processes, handling dispute resolutions, providing labour advisory services, and representing the municipality in labour forums and statutory bodies.

The Corporate Services directorate primarily champions the Municipal Transformation and Institutional Development through structured initiatives and avenues.
The Department remains a strategic support directorate that renders the transversal services to the entire organisation.
These include:
- human resource,
- administration,
- inter governmental relations/communications,
- public participation,
- committee secretariat,
- information technology,
- health and safety,
- individual performance management and
- registry
The Corporate Services Department is responsible for providing effective and efficient high standard administration and support.
This is achieved by maintaining good corporate image of the institution and create fertile ground for the municipality to be able to deliver in its administrative duties.
Legal Services
The Legal Services section provides legal advice and support to Council, Management, and municipal departments to ensure compliance with applicable legislation and regulations.
It safeguards the municipality’s legal interests and promotes lawful decision-making.
Responsibilities include drafting and vetting contracts, managing litigation and legal disputes, interpreting legislation, and advising on by-laws, policies, and governance matters.
Human Resources (HR)
The Human Resources section is responsible for managing the municipality’s workforce in line with strategic objectives and legislative requirements. It focuses on attracting, developing, and retaining competent employees while promoting a culture of performance and ethical conduct.
Key areas include recruitment and selection, organisational development, performance management, skills development, employee wellness, payroll administration, and compliance with labour and employment legislation.
Records Management
The Records Management section ensures the proper creation, maintenance, storage, and disposal of municipal records in compliance with legislative and archival requirements.
It supports transparency, accountability, and effective information access. Key responsibilities include managing physical and electronic records, implementing records retention schedules, ensuring compliance with the National Archives and Records Service of South Africa Act, and providing records retrieval and advisory services.
Information & Communication Technology (ICT)
The ICT section provides technology solutions and support services that enable efficient municipal operations and improved service delivery. It ensures the confidentiality, integrity, and availability of information systems and digital infrastructure.
Functions include systems design and maintenance, network and infrastructure management, end-user support, data security, systems integration, and implementation of ICT governance frameworks in line with municipal and national standards.
