The department of Community Services is responsible for promoting safe, healthy, and sustainable communities through the provision of essential services. The Department focuses on environmental management, public safety, social development, municipal enterprises, and community empowerment initiatives in line with legislative mandates and municipal strategic objectives.
Sections
Environmental Waste Management
The Environmental Waste Management Section is responsible for ensuring a clean, healthy, and sustainable environment for all residents. The section oversees waste collection, disposal, recycling initiatives, and environmental compliance in accordance with national and provincial legislation.
Key functions include:
- Household and business waste collection services
- Operation and management of landfill sites
- Waste minimisation and recycling programmes
- Environmental awareness and education campaigns
- Monitoring of illegal dumping and environmental offences
Disaster Management & Fire Services
The Disaster Management & Fire Services Section aims to protect lives, property, and the environment by preventing, preparing for, responding to, and recovering from disasters and fire-related incidents.
Key functions include:
- Fire prevention, firefighting, and rescue services
- Disaster risk assessment and mitigation planning
- Emergency response coordination
- Public awareness and disaster preparedness programmes
- Enforcement of fire safety regulations and building compliance

Municipal Enterprises support local economic development by managing municipal facilities and initiatives that generate income and create opportunities for business growth.
Key functions include:
- Management and oversight of municipal business entities and facilities
- Supporting sustainable revenue generation initiatives
- Ensuring compliance with applicable legislation and governance frameworks
- Promoting efficiency, accountability, and service excellence
- Supporting partnerships that stimulate local economic activity
Libraries
Municipal Libraries provide access to information, knowledge, and learning resources to promote education, literacy, and lifelong learning within the community.
Community Halls
Community Halls serve as multipurpose facilities for public meetings, events, cultural activities, and community programmes.
Key functions include:
- Managing the booking, maintenance, and use of community halls
- Providing venues for public participation, civic engagement, and social events
- Supporting community programmes, workshops, and outreach initiatives
- Ensuring facilities are safe, accessible, and well maintained
- Promoting social cohesion and community development

Special Programmes
The Special Programmes Section focuses on social development and inclusivity by implementing targeted initiatives for vulnerable and designated groups within the community.
Key functions include:
- Gender, youth, children, elderly, and disability programmes
- Community empowerment and social cohesion initiatives
- Awareness campaigns on social issues
- Coordination of national and provincial special programmes
- Stakeholder and community engagement
This section ensures the municipality has the financial capacity to fund service delivery and development programmes.
Traffic & Law Enforcement
The Traffic & Law Enforcement Section is responsible for maintaining road safety, enforcing municipal by-laws, and ensuring compliance with traffic and public safety regulations.
