The Budget & Treasury Office is responsible for the effective, efficient, and transparent management of the municipality’s financial resources. The department ensures compliance with legislative frameworks, supports service delivery through sound financial planning, and promotes accountability and sustainability in municipal financial management.
Sections
Asset Management
The Asset Management section is responsible for the planning, acquisition, maintenance, safeguarding, and disposal of municipal assets. This includes infrastructure, property, plant, and equipment.
Key functions include:
- Maintaining a comprehensive and compliant asset register
- Ensuring proper valuation, depreciation, and verification of assets
- Coordinating asset lifecycle management and condition assessments
- Ensuring compliance with GRAP standards, MFMA, and mSCOA
- Supporting departments with asset planning and capital investment decisions
The section ensures that municipal assets are optimally utilised to support service delivery and long-term sustainability.
Budget & Compliance Reporting
This section provides support in the preparation, coordination, monitoring, and reporting of the municipal budget and compliance-related submissions.
Key functions include:
- Coordinating the compilation of the annual budget and adjustments budget
- Monitoring budget implementation and expenditure trends
- Preparing statutory financial and performance reports
- Ensuring compliance with MFMA, Treasury regulations, and reporting timelines
- Supporting internal and external audit processes
The section promotes fiscal discipline, transparency, and informed decision-making across the municipality.

The Finance Department is responsible for managing the Municipal accounting function and cash flow, making investments, raising external finance through bond issues (or servicing existing loans), conducting its banking transactions, and safeguarding its assets and liabilities.
We also facilitate the Municipal annual credit rating, manage the Finance portfolio and ensure compliance with relevant legislation guided by National and Provincial Treasury.
Expenditure Management
The Expenditure Management section oversees the control, processing, and monitoring of all municipal expenditures to ensure value for money and adherence to approved budgets.
Key functions include:
- Processing payments in line with approved procurement and budgetary controls
- Monitoring expenditure against budget allocations
- Managing commitments, accruals, and payment cycles
- Ensuring compliance with MFMA, SCM regulations, and internal controls
- Supporting departments with expenditure planning and cost control
This section ensures that municipal funds are spent responsibly and in support of service delivery objectives.
Supply Chain Management
The Supply Chain Management (SCM) section is responsible for the procurement of goods, services, and works in a fair, transparent, competitive, and cost-effective manner.
Key functions include:
- Managing procurement processes in line with SCM policies and legislation
- Ensuring compliance with MFMA and Treasury SCM regulations
- Facilitating bidding, quotation, and contract management processes
- Promoting ethical procurement and supplier development
- Supporting departments in meeting operational and capital procurement needs
The SCM section plays a critical role in ensuring good governance and value for money in municipal procurement.
Revenue Management
The Revenue Management section is responsible for billing, collection, and management of municipal revenue to ensure financial sustainability.
Key functions include:
- Managing customer accounts and municipal billing processes
- Implementing credit control and debt collection measures
- Administering revenue from rates, service charges, and other income streams
- Ensuring accurate revenue reporting and reconciliations
- Supporting indigent management and revenue enhancement initiatives
This section ensures the municipality has the financial capacity to fund service delivery and development programmes.
