The department of Planning & Economic Development Services is responsible for guiding sustainable spatial development, promoting economic growth, and improving the quality of life for all residents. The department ensures that planning processes, land use management, economic initiatives, and municipal immovable assets are managed in line with legislative frameworks and the municipality’s Integrated Development Plan (IDP).
Furthermore, the department promotes local economic development and tourism by creating an enabling environment for investment, supporting business growth, and leveraging the municipality’s cultural, natural, and heritage assets to attract visitors. Through coordinated planning and development initiatives, the Department ensures that tourism development is aligned with spatial planning, infrastructure provision, and environmental sustainability.
Sections
This section oversees the regulation and management of human settlements, building development, and signage within the municipality to ensure safe, orderly, and sustainable development.
Key functions include:
- Processing and approval of building plans,
- Enforcement of building regulations and standards,
- Informal settlement planning and upgrading initiatives,
- Management and approval of outdoor advertising and signage,
- Monitoring compliance with zoning and land use conditions
Development Planning ensures coordinated and sustainable land use management that supports economic growth, service delivery, and environmental protection.
Key functions include:
- Land use management and zoning applications,
- Township establishment and subdivision applications,
- Spatial planning and development control,
- Implementation of Spatial Development Frameworks (SDF),
- Advisory support on development of proposals.
The IDP and PMS section coordinates strategic planning and performance monitoring to ensure accountable and effective service delivery.
Key functions include:
- Development, review, and implementation of the Integrated Development Plan,
- Alignment of municipal planning with national and provincial priorities,
- IMonitoring and evaluation of municipal performance,
- Management of Key Performance Indicators (KPIs),
- Preparation of statutory planning and performance reports.
The LED & Tourism section focuses on stimulating economic growth, job creation, and investment while promoting the municipality as a tourism destination.
Key functions include:
- Support for small, medium, and micro enterprises (SMMEs),
- Facilitation of investment opportunities,
- Economic sector development initiatives,
- Promotion of tourism products and attractions,
- Coordination of tourism development programmes and events.
The unit supports informed communities, enhances public trust, and strengthens the municipality’s corporate image.
Municipal Estates manages the municipality’s immovable assets to ensure optimal utilisation, maintenance, and compliance
Key functions include:
- Management of municipal land and buildings,
- Leasing and disposal of municipal properties,
- Maintenance oversight of municipal facilities,
- Asset utilisation and optimisation,
- Compliance with property-related legislation and policies.
