The Office of the Municipal Manager provides strategic leadership, administrative oversight, and coordination of municipal operations. The Municipal Manager ensures that Council resolutions are implemented, legislation is complied with, and service delivery objectives are achieved in an efficient, transparent, and accountable manner.
The department serves as the link between Council, administration, stakeholders, and the community, driving good governance, performance management, and institutional development across the municipality.
Sections
The Executive Support section provides administrative and strategic support to the Municipal Manager and the Council. It ensures the effective coordination of Council and management activities, facilitates decision-making processes, and supports the implementation of Council resolutions.
Key responsibilities include:
- Coordination of Executive Management and Council programmes,
- Secretariat services for management and strategic meetings,
- Monitoring implementation of Council and management decisions.
- Administrative support to the Office of the Municipal Manager
This unit plays a critical role in ensuring smooth operations, effective communication, and alignment between political leadership and administration.
The Internal Audit & Risk Management unit provides independent and objective assurance and advisory services designed to add value and improve municipal operations. The unit assists the municipality in achieving its objectives by evaluating and improving the effectiveness of risk management, internal controls, and governance processes.
Key responsibilities include:
- Conducting internal audits in accordance with approved audit plans,
- Assessing compliance with legislation, policies, and procedures implementation of Council and management decisions.
- Identifying and evaluating strategic, operational, and financial risks
- Facilitating the development and monitoring of risk management plans
- Supporting the Audit Committee and promoting a culture of accountability
The unit contributes to good governance, transparency, and sound financial and operational management.
The Communications unit is responsible for managing internal and external communication to ensure accurate, timely, and consistent information sharing between the municipality, its stakeholders, and the community.
Key responsibilities include:
- Development and implementation of communication strategies,
- Media liaison and public relations management.
- Community outreach and public participation support
- Management of municipal publications, website, and social media platforms
- Promotion of municipal programmes, projects, and service delivery initiatives
The unit supports informed communities, enhances public trust, and strengthens the municipality’s corporate image.

The Municipal Manager is appointed by council . He is the link between the council and the administration, of which he is the head. He has to account for the municipality’s income and expenditure, assets and other obligations such as proper adherence to all legislation applicable to municipalities.
Subject to the municipal council’s policy directions he ensures that an economically viable, effective, efficient and accountable administration is established and developed, that the IDP comes to fruition, that municipal services are delivered in a sustainable and balanced fashion, that a personnel corps is appointed, managed, developed and disciplined and that sound labour relations are maintained.
Functions of the Office of the Municipal Manager
The Municipal Manager as head of the administration is responsible and accountable for tasks and functions as provided for in, but not limited to:
- The Local Government: Municipal Systems Act, No. 32 of 2000,
- Chapter 8 of the Local Government: Municipal Finance Management Act, No. 56 of 2003,
- other functions/tasks as provided for in legislation, as well as functions delegated by the Executive Mayor and Council.
The Internal Audit section reports administratively to the Municipal Manager as the Accounting Officer.
